Pennsylvania Universal Service Fund

We are pleased to announce that Rolka Loube will be assuming the responsibilities for all administrative functions of the Pennsylvania Universal Service Fund (PA USF) beginning on July 1, 2022, as announced by the Pennsylvania Public Utility Commission (PA PUC) on May 13, 2022.

We are an experienced program/fund administrator that has been providing services to government agencies for over 15 years. These services include serving as the administrator for the Interstate Telecommunications Relay Service (iTRS) Fund for the Federal Communications Commission (FCC) for more than a decade.

Our Financial Institution

Rolka Loube has teamed with M&T Bank as the financial institution to support the PA USF program. Rolka Loube has partnered with M&T Bank and their subsidiary, Wilmington Trust, for financial services for over 15 years. The M&T Bank lockbox and deposit account information as well as the ABA routing number for ACH credits and other payment information can be found on the PA USF Payment Submission Information form. 

If you plan on paying by ACH credit, please inform your financial institution of this change soon to allow adequate time to implement the update prior to your July obligation due on July 15, 2022.

Payment Schedule

All organizations that were required to contribute to the fund will receive a Statement of Accounts on July 1, 2022. Please verify this information upon receipt and notify Rolka Loube at PAUSF@rolkaloube.com if you believe this to be incorrect.


The PUC and Rolka Loube will maintain the schedule as defined and distributed at the beginning of the year. In addition, those organizations that pay their obligation on a monthly basis, will receive an Invoice and Statement of Account on the first business day of each month through the end of the 2022 calendar year.  Organizations that pay their obligation on a quarterly basis will receive an Invoice and Statement of Account on the first business day of the quarter. Transition Period & Updates to Information

Rolka Loube will work with all stakeholders through the transition period to ensure it goes smoothly. If your organization has any modifications to any previously submitted information, including data requests or profile information, such as an update to responsible personnel/contacts or a change of address, please notify us directly. Once through the transition period, Rolka Loube will continue to work with the PUC and strive to improve services in support of the program.
